Let´s use the asteroids as a space ferries

This is the paradox, an asteroid would exterminate the humankind but at the same  time would allow the humankind  colonize the solar system and save their DNA in a safety heaven. So I will use the power of Zero Data (pure intuition) in this blog to formulate an idea that could works and is your duty to check it works,  using Big Data power.

Let´s use the asteroids as a space ferries in order to build small human colonies on them and generate a  itinerary travel between Earth and Mars.
For instance, the (6178) 1986 DA asteroid which is a 2.3 kilometre diameter M-type Mars-crosser and near-Earth asteroid, could be colonized and used as a permanent ferry between Earth and Mars.
An asteroid ferry will have the advantage of not needing fuel and just use the gravity force for locomotion

Con la constitución de 1858 el sistema político de la nación cambió al de una república federal, su nombre pasó a ser Estados Unidos de Colombia y las provincias fueron reemplazadas por nueve estados soberanos: Antioquia, Bolívar, Boyacá, Cauca, Cundinamarca, Magdalena, Panamá, Santander y Tolima.

Más adelante, la constitución centralista de 1886, cambió en forma definitiva el nombre del país a Republica de Colombia y convirtió a los estados soberanos en departamentos, intendencias y comisarias. Finalmente la constitución de 1991 promovió las intendencias y comisarias a departamentos, quedando el país dividido en 32 departamentos y un distrito capital.

Digamos que la división política geográfica se podría mantener como se presenta en la actualidad, pero que tan eficiente es conservar la figura departamental como unidad administrativa?

Sería mucho más eficiente acabar con el concepto de departamento como unidad jurídico administrativa y trasladar esas facultades a las ciudades capitales de las áreas metropolitanas, para que funcionen como distritos capitales, de igual forma como lo hace Bogotá en la actualidad, y puedan recibir directamente las transferencias de la nación.

Debido a que en Colombia el poder legislativo es concentrado, esto es, solo el congreso de la república puede legislar, las asambleas departamentales y concejos municipales se fusionarían en un solo cuerpo administrativo, permitiendo mayor agilidad y eficiencia de esas corporaciones públicas, disminuyendo el tamaño del aparato burocrático y sus costos de operación.  Por otra parte, las arcadias municipales, funcionarían de forma similar a como lo hacen las alcaldías locales de Bogotá.

Estas modificaciones tienen por objeto disminuir el tamaño burocrático de la administración departamental, reduciendo sus costos de operación y permitir una mayor agilidad en la transferencia de los fondos que hace la nación. 

Worry about the healthcare system? just reverse it and double check it with Big Data

I am just using the power of ZeroData (pure intuition) to launch an idea that could works.
Using BigData, governments and corporations in the developed world,would be able to make better proyections and predictions about their citizens and their families,therefore will be more efficient just  reverse the way the health care system works.
What that means? well, put the money in the citizens pockets once they born, at the begining of their life cycle, instead at the end of their life cycle.
At the begining of the citizens life cycle, people dosen´t face health problems and are in the most productive timeline, therefore, governments just need to  focus about how to ensure the citizens financial education and training in order to guarantee a smart use of their money at the proper time.
In this way, governments will allow to use/invest their citizen´s funds, upon fulfill some requirements and training at a certain period of time, but during their productive life cycle, not wait until the end.
